Storm water Program (MS4)
In compliance with the provisions of the Clean Water Act, 33 U.S.C. Section 1251 et seq. (“the Act”) and Pennsylvania’s Clean Streams Law, as amended, 35 P.S. Section 691.1 et seq., Spring Grove Borough is authorized to discharge from a regulated small municipal separate storm sewer system (MS4) located in York County to Waters of the United States. The Borough has been issued a National Pollutant Discharge Elimination System (NPDES) permit.
As a requirement of The Permit, The Borough has developed and is continually updating a Storm Water Management Program. The Program includes the following elements including Minimum Control Measures (MCM).

Report an Illicit Discharge / Water Quality Complaint to Borough Staff or call (717) 225-5791
The EPA defines an illicit discharge as “any discharge to an MS4 (Storm Water System) that is not composed entirely of Storm Water. The Borough encourages residents to report any illicit discharges or water quality complaints to Borough Staff. Some examples of reportable activities include:

Household cleaners and chemicals

Lawn fertilizers, grass clippings and other maintenance products

Vehicle fluids including oil and runoff from washing

Animal waste

Plastics and other trash

Current Borough Initiatives
The Borough would like to announce the third year of the BEAUTIFY THE BOROUGH Façade Improvement Program.
A borough-wide sewer rate study will be completed in early 2025. Results coming soon.
